From 2004 to 2006 — Executive Director. Since 2007 — Director of the «Runet Award». Since 2005 he is the coordinator of the Program Committees of a number of major industry conferences.

From 2005 to 2007 — Deputy Executive Director of the Regional Public Center for Internet Technologies (ROCIT — www.rocit.ru) — the oldest public organization engaged in the examination, promotion and development of the ICT segment in the Russian Federation. In 2007 he was elected Executive Director of ROCIT.

Since 2010 Mr. Plugotarenko is a director of the Association of Electronic Communications («RAEC», www.raec.ru), representing the interests of Russian Internet business players.

In the period 2011-2013 he has been a member of the Council of the Coordination Center of the RU-RF national domain — www.cttld.ru.

In 2019 Sergey Plugotarenko became a member of the Central Headquarter of The All-Russia People’s Front (known by its Russian initialism ONF, is a political coalition in Russia started by Vladimir Putin to provide United Russia with «new ideas, new suggestions and new faces»).

Professional achievements

Sergey Plugotarenko is the director of the Association of Electronic Communications (RAEC), a recognized expert of the Russian Internet industry.

As director of the Association he represents the interests of Russian Internet business, contributes to ensuring the most productive dialogue between the state, society and the Internet industry.

Mr. Plugotarenko was recognized as the «Person of the Year» according to the Internet award «ROTOR 2009».

In 2016, he was awarded the «Media Manager of Russia» in the nomination «For contribution to the development of the industry».

In 2017, Sergey won the Virtuti Internet award — «For Services in the field of the Internet».

He is a founder and program director of Russian Internet conferences, forums and awards for more than 13 years:

• Russian Internet Forum (RIF+CIB),

• Russian Internet Week (RIW),

• The Runet Award (Premia Runeta)

• etc.

He is also the ideologist of a number of research and analytical products, among which the study «Runet economy», the annual industry report «Runet Today: events, figures, facts», etc.

Mr. Plugotarenko participates as an expert in the work of specialized sectoral and state commissions, working groups, public and expert councils under public authorities: The State Duma of the Russian Federation, the Federation Council of the Russian Federation, the Ministry of Communications of Russia, Roskomnadzor, Rospechat, etc.
