Graduated from Moscow State Academy of Instrument Engineering and Computer Science with specialization in Automation Systems for Data Processing and Management, holds a Master Degree in Strategic Management of the Higher School of Economics.

2000—2001 — Economic analyst for the Big Money TV program on the NTV Channel.

2001–2008 — worked in the Ministry of Economic Development and Trade of the Russian Federation:

  • 2001–2004 — Leading Expert, Deputy Head of the Department, Head of the Economic Development Programs Division of the Department of Economic Development Programs and Cooperation with International Financial Organizations;
  • 2004–2008 — Deputy Director of the Department of Social and Economic Reforms Strategy, Deputy Director of the Department of Budgeting on Overall Financial Balance Results.

2008–2011 — worked for the Government of the Russian Federation:

  • 2008 — Deputy Director of the Department of State Management, Regional Development and Local Authorities;
  • 2009–2011 — Director of the Department of Information Technologies and Communications.

On November 30, 2012 was appointed to the position of Head of the Analytical Center for the Government of the Russian Federation.

On May 18, 2018 was appointed
to the position of Minister of Digital Development, Communications and Mass
Media of the Russian Federation.
