  • 2 law degrees; research fellow; long career in different national and international law enforcement organisations: senior officer in the German Federal Criminal Police Office (head of crime investigation department); different law enforcement functions in the structure of the European Union and ICPO-Interpol; Founding Director of Europol Drugs Unit 1992 to 1999 and first Director of Europol 1999 to 2004; special representative of the German Federal Ministry of Interior for the security cooperation with Gulf States and other Near East countries; then head of the department police, fire-brigades and public security in the Ministry of Interior of the State Brandenburg;
  • since 2012 advisor to international organizations and governments, to German public authorities and to private business for law enforcement and security subjects; chairman of an academic advisory board on security and compliance and member of a think tank for the German Federal Parliament;
  • author of and contribution to various books on penal law, law enforcement and policing as well as of numerous articles for police and law journals; lecturer on international penal law and law enforcement cooperation.
